Exceptional Citizenship in Turkey: Application Processes and Individual Experiences

Abstract

This study examines the legal, bureaucratic, and emotional impacts of Turkey’s exceptional citizenship policies implemented since 2017. Conducted as a qualitative case study, data were collected through semi-structured interviews with 24 participants and analyzed using thematic analysis. Findings reveal that individuals applying for citizenship through investment completed the process quickly and smoothly, while those under temporary protection faced long waiting periods, inadequate information flow, and legal uncertainties. Uncertainty and anxiety during the process were alleviated by support from family and social networks. The study concludes that enhancing transparency, clarifying criteria, and adopting a more individual-centered approach are essential in implementing Turkey’s exceptional citizenship policies.
