Written Question Proposals Submitted to the Grand National Assembly of Türkiye Regarding Child Labor

Abstract

The aim of this study is to examine how the issue of child labor has been addressed at the parliamentary level in Turkey through written parliamentary questions submitted to the Grand National Assembly of Turkey (TBMM) between 2005 and 2025. The research investigates how child labor is represented in legislative activities and questions the effectiveness of parliamentary oversight mechanisms directed at the executive. The study adopts a qualitative research design and utilizes document analysis as the data collection method. A total of 256 written parliamentary questions directly related to “child labor” were systematically selected from the TBMM’s official database and analyzed using thematic analysis. The questions were classified into five-year periods and coded according to their content. The findings indicate that the issue of child labor has increasingly become a topic of parliamentary concern, particularly emphasized by opposition parties such as CHP and HDP/DEM. Prominent themes include “child labor statistics,” “policy measures,” and “working conditions and inspections,” while topics like “children who died while working” and “migrant children” have gained visibility over time. A significant number of questions were either answered after the legal deadline or not answered at all, revealing limitations in the effectiveness of parliamentary oversight.
